The chief censor's office last year banned more than twice the number of child sexual exploitation publications as a year earlier.

The Office of Film and Literature Classification banned 320 publications in the last financial year. Of those, 281 - or 88 per cent - were banned because of sexual exploitation of children.

Most were computer images but movie computer files, and DVDs were also included.

While the number of publications the censor's office deals with have dropped, the number of banned publications rose from 159 two years ago to 320 in the last financial year, which ended in June.

Police and Department of Internal Affairs (DIA) referrals were largely the cause of the rise.

More recent data from the office shows 13 images of young girls being sexually exploited - referred to the censor's office by police - were banned this week alone.

Chief censor Andrew Jack said it was impossible to tell whether the increase was down to more offending or stronger policing.

Among the banned items highlighted in the report were Japanese cartoons with female characters who were highly sexualised and fetishised and either nude or in skimpy school uniforms.

A DVD series was banned because it featured "extensive" material that promoted "sexual violence and other violence and cruelty".

Meanwhile, others were allowed because of their artistic merit.

The book Lost Girls - which features fairy tale characters Alice, Dorothy, and Wendy meeting as adults and recounting their early sexual experiences including incest and sexual molestation - was allowed into New Zealand with an R18 classification.

A DIA spokeswoman said the department worked with Customs, Police and international agencies in battling child abuse images.

International agencies had noticed a trend over the past five years that child abuse was "increasingly more extreme" and increasingly against children too young to talk.

A Police spokesman said police worked with local and international agencies to investigate and prevent the online sexual exploitation of children. This had led to finding more objectionable material as well as arresting more offenders.
